As you can see from 10:53 in the video, the Kawagoe Festival is an annual fall festival of Kawagoe Hikawa Shrine held every October.
On the day of the festival, Kawagoe is decorated with traditional Japanese lanterns, and floats and the music echoes through the air.
At the end of the festival, you can see a large display of fireworks in the starry sky.

Enjoy the festival by wandering the streets and temples in kimono/yukata and eating eel kabayaki, the local specialty of Kawagoe.
