Cape Tsumeki in Shimoda, Shizuoka Prefecture, is located within a 2- to 3-hour drive from Tokyo (depending on traffic) and has a large parking lot that only costs 500 yen on weekdays.

From Tokyo Station, you can take a bullet train to Atami, then take the JR commuter train to Izu-Kyu Shimoda Station. From there, you can take Tokai Bus to the Tsumekizai Bus Stop. Total commute is about 3 hours.
