Screening and Donut Sale We used Guesthouse GA.KOPPER in Nishiokoppe Village to hold film screenings on January 19 and 20. Photographers captured Hokkaido’s wildlife. Kasai City, Hyogo Prefecture in Japan is one of the few cities in Japan where balloons fly. The first ordinance in Japan was the "Kasai Ordinance for Balloon Flying Towns".
